Cannot load sections or templates in WAMP

I am developing a website in WAMPSERVER using SP Pagebuilder Pro (latest version) but cannot access sections or templates. I have made mods to php.ini as you have suggested, but I'm not sure how to check and if necessary change PHP file_get_contents() function as you suggest.

Also, this may be related, I get the following PHP errors when trying to access integrations:

Warning: file_get_contents(): Unable to find the wrapper "https" - did you forget to enable it when you configured PHP? in C:\wamp64\www\LWC\administrator\components\com_sppagebuilder\helpers\integrations.php on line 22

Warning: file_get_contents(https://sppagebuilder.com/api/integrations/integrations.json): failed to open stream: No such file or directory in C:\wamp64\www\LWC\administrator\components\com_sppagebuilder\helpers\integrations.php on line 22

Warning: file_get_contents(): Unable to find the wrapper "https" - did you forget to enable it when you configured PHP? in C:\wamp64\www\LWC\administrator\components\com_sppagebuilder\helpers\integrations.php on line 30

Warning: Invalid argument supplied for foreach() in C:\wamp64\www\LWC\administrator\components\com_sppagebuilder\helpers\integrations.php on line 33

I would be grateful for any assistnce you can give to resolve this issue.

Yes - I have already followed the instructions there as far as I am able - the part I cannot understand is:

PHP file_get_contents() function must be available/unlocked.

If you cannot load Page templates Or Sections Library

Your server may have set too sensitive security level set, or
PHP file_get_contents() function has been disabled/locked

How do I check that PHP file_get_contents() is available/unlocked in WAMP? I can't find any instructions regarding this
