Cannot upload a .ogv video file via SPPB

I am attempting to upload an .ogv video file in SP Page Builder. Each time I get an error "Upload Failed". The file is just over 11mb. I have set the upload in media/option to 20mb, then 30mb and finally unlimited but get the same issue. I also checked the php server upload settings and it is "upload_max_filesize 128M". Any ideas. I am able to upload a file (.ogv) that was just a bit over 5mb, so I feel sure it's not a file type issue. Any suggestions?

Setting upload_max_filesize can be in several places - in the php.ini file and in the settings of each alternate version of php (if you use them). Also, check which mode you are running in php.
The example of CentOS 7 with ISPmanager light 5 - should be CGI mode. If the FAST-CGI mode is set, this results in a limitation on the maximum file size and is not easily configurable. Try uploading the file through the standard media manager joomla. If you can not solve the problem yourself, contact your hosting provider.

I'm having the same exact issue, except with a .mp4 file. upload_max_filesize = 320MB for me and it still isn't working. If we upload though the media manager what folder do we upload to in order for the video to show in the video folder in SPPB?

UPDATE: Despite having my upload_max_filesize = 320MB set, and the media manager upload file size set to 320MB, I checked one last place; JCE editor settings under the default profile (editor parameters > filesystem) and that being set to 320000kb, there was a little message next to that text field; Your server's maximum upload size : 8192 KB. Call to host fixed the issue, the post_max_size variable needs to be equal or greater than the upload_max_filesize :)
