Custom CSS3 filter start values do not work in "image addon".

For example, I need to set the initial image brightness to 50% and reduce it to 10% when hover over:
With this method, only the "hover" value is triggered.
The value "before hover" does not triggered...
To solve the problem, I have to add the filter value (without hover) into the template.css. Then everything is ok.
Is that how it should be?

All figured out.
The settings were overlapped by another image with the same class... My bad.
