This is not an icon, but an image. You have a blank image there.

There is an image in all three modules. And the icon is on all three modules. In the middle module, there is a similar icon (transparent background - white outline option) as a file Notice.svg (https://www.joomshaper.com/documentation/joomla-templates/edulif#documentation-heading-3_14). And she is not visible. (The same icon is in the right module, only the white outline is filled with black)
I ask how to make it visible :)

All I see is notice.svg an empty image. You can verify this yourself by downloading notice.svg and opening it in illustrator.
All other images work.
http://zahidbuktrade.cvinfo.icu/templates/shaper_educon/images/top-feature/notice.svg (it is empty)
You need to create a new image in illustrator or any other vector, graphic editor with svg support and upload to the site with the same name, replacing the existing image.
You cannot control the color of images from SP PB. You can only control the color of the icons (Font Awesome).

You can solve the problem using my advice. Or expect a response from Joomshaper staff
