Helix 1.9.5 has mobile issue

The files are all in the directory, and permission set to 0644, but this error resulting in incomplete loading. Showing only all the menu links and white background. The page loads properly when i hit refresh once or twice. Happen randomly, it happens after helix 1.9.5 was installed.
