Just put a blank media_queries.css file on templates\shaper_event\css folder.

Yes I already put it, but for example when I preview the site on iPad, footer backround and header menu background are still smaller, they are not stretched? So is there something other I can do ?

yes here there are two screensfrom my phone . Have a look at them - main menu and footer how are they, with empty media_queries.css

Sorry for that, I got it.

You have to do something because header and bottom part is out of wrapper. So, without responsive view it is difficult. Now do the below things:

# You have some media query css on your template.css file at the end, please disable it.
# Please, go to plugins\system\helix\core\class.helper.php file and find:
function loadHead()

from above function comments the line
$this->API->setMetaData('viewport', 'width=device-width, initial-scale=1.0, maximum-scale=1.0, user-scalable=0');

I did the changes you told me. In my template.css file I commented: blocks Responsive, Tablet Devices Resizing and Mobile. After that comment the line in class.helper.php

Now it looks better, but still top menu background and footer background a not fully re-sized to the screen. Please have a look at the new screens. What else should I do ?

Could you please have a look at my last post here. I made the changes you suggest, but still the background in main menu and footer are not fully corrected, not getting the full width.

can you tell me what else to fix ?

For the full width of header and footer it's not complete the width without responsive. If you want the design override then it possible. It means that header and footer background will be in 1100px not in full width.

Thanks for you answer.

I mean that I want to make the same as in you template show case. Please see the attached picture, it's from iPad3. There all is ok , width is full.
This is what I wanted to make. And in my case I can not achieve the same. What I must to correct, to enable again the responsive block ? or something to set for width ? How do you manage to do this in the template showcase ?

I put you a solution in this case. Please, go to templates\shaper_express\index.php file

find
<?php $helix->addFeatures('hornav') //Main navigation ?>

make it
<div class="sp-wrap">
<?php $helix->addFeatures('hornav') //Main navigation ?>
</div>

Same to bottom and it works. But design will be lost.
I am trying to understand you that it is not possible in full width design.
