Make sure you edit, assign and load the correct file.
Which file did you edit? Override or Alt-Layout?

You are close... Remember: Your changes will be applied to all blog items for the entire site. And it might get lost, if there is an HELIX3 update.

IMAGE PART start around line 31

<?php
if($post_format=='standard') {
echo JLayoutHelper::render('joomla.content.intro_image', $this->item);
} else {
echo JLayoutHelper::render('joomla.content.post_formats.post_' . $post_format, array('params' => $post_attribs, 'item' => $this->item));
}
?>

TITLE / ENTRY HEADER is the following block:

<div class="entry-header<?php echo $tpl_params->get('show_post_format') ? ' has-post-format': ''; ?>">

<?php echo JLayoutHelper::render('joomla.content.post_formats.icons', $post_format); ?>

<?php if ($useDefList && ($info == 0 || $info == 2)) : ?>
<?php echo JLayoutHelper::render('joomla.content.info_block.block', array('item' => $this->item, 'params' => $params, 'position' => 'above')); ?>
<?php endif; ?>

<?php echo JLayoutHelper::render('joomla.content.blog_style_default_item_title', $this->item); ?>
</div>

ARTICLE OPTIONS like EDIT EMAIL PRINT follow up:

<?php if ($canEdit || $params->get('show_print_icon') || $params->get('show_email_icon')) : ?>
<?php echo JLayoutHelper::render('joomla.content.icons', array('params' => $params, 'item' => $this->item, 'print' => false)); ?>
<?php endif; ?>

So, just move the IMAGE PART down to the third position.

Hence, if you want to keep the changes save you might create an ALT-LAYOUT with a new name. The layout can be assigned on category level.

Hope this helps.
