Just do not use "fixed" value

in general, it was caused by mobile browser developers' decisions made years ago. Conspiracy or deliberate action, who knows.
But we warn you about it

Is there perhaps a way that we can have the setting to change this for mobile or even better, have it detect Apple devices and display differently?

The biggest thing my clients notice is parallax or fixed backgrounds not working on iPhone/iPad and having to keep setting up two rows (hidden on appropriate devices) is a shame. Usually the fixed/parallax on Apple kit just displays huge and looks poor.

Is there any technical fix for this that could be considered?

From options not really, not yet
but most webmasters use simple CSS media rules to detect iPhone and force style change.
