ad 1) Inside your site the missing CSS code which use different bg color for header in scrolled down status.
In that case use this:

.has-sub-image #sp-header.menu-fixed, 

.has-slideshow #sp-header.menu-fixed, 

#sp-header.menu-fixed {

    background-color: rgba(255,151,25,0.8) !important; }

ad 2) There are, but they have white color. So you messed up in your custom CSS.
Quick fix

#sp-header .sp-dropdown-items a { color: black; }

#sp-header .sp-dropdown-items  .sp-menu-item:hover  a,

#sp-header .sp-dropdown-items  .sp-menu-item a:hover { color: white; }
