Manual Web Host Migration of Joomla Site

Featured Lock Resolved Issue
Hi, we migrated our joomla site from our development server to the live site, and we are experiencing some problems.

I'm not sure if there is an easier way to migrate a joomla site, but for lack of time to research, I just manually migrated the site. These were my steps.

On development server
1.) I dumped the mysql database
2.) compressed the entire joomla deployment folder
3.) downloaded both files

on live server
1.) did fresh install of joomla (it created the site and database and set up initial admin user)
2.) i trashed the files in the joomla folder
3.) i dumped the fresh mysql database (preserving the database password and secret key)
4.) i uploaded and uncompressed the development server joomla files
5.) i dropped the fresh mysql db, then imported the development server db
6.) i had to change the database password and secret key in the configuration file
7.) also updated the path to the log and tmp folder just to make sure it needed that.

thats about all we did to get the site to work in the most basic sense. it was grabbing the db info to show the site. but we're having issues with bringing up the front-end editor now.. it says 'You are not authorised to view this resource." it asked for login, so we did that, and it comes up with this error, "The security token did not match. The request was aborted to prevent any security breach. Please try again."

do you know how we can fix this?

1) PHP version: 7.0.27
2) Joomla version: Joomla! 3.8.5 Stable
3) Template name / developer: shaper_strings /
4) SPPB 3 : Pro 3.1.1
