Have added a Google font CSS and referenced a local .wof
Having done that how do I best reference that .css and remove ALL references to https://fonts.googleapis.com?

Disconnect all google fonts in the template and sp pb. Download the full desired font (not embed code) and connect it as a custom font, following documentation helix

There are no references to ANY Google fonts outside my domain direct reference.
Where would they be located in the template and sp pb?
Thanks

In typography template settings disable all. Check out all the pages created in sp pb manually and disable addons font family option

Google Fonts are not loaded by default, it's all from settings:
1) Helix Options > Typography
2) SPPB > Row Options or Addons - where you have might choose extra fonts.
3) from extra installed components or modules or plugins.

Thanks time to go digging.
I don't reference Google fonts for any purpose.
Always locate any Google Font locally for obvious reasons
