Hi,
Problem on iPhone only right?

You have two options:
1) In background image options of Row change : Background Attachment from Fixed to Scroll or Inherit

2) Create separate Row for Mobile view only, with smaller bg image (~max 540px of width) and play with different settings of: Background Attachment and Background Size

there is problem how mobile browsers (in particular) Safari read Background Attachment.
I have Android devices so in general I have less design problems.

Just please try different settings of Background Attachment , it's max 3 min for you

---
It's not CSS problem, but how mobile browsers interpret this code.

tip :
1) Clone current Row
2) In original Row Change Row Options > Responsive - set Hidden on Mobile
3) In cloned Row:
Change image size and background settings
and Row Options > Responsive set Hidden on desktop and tablet

Video about, how it may look like
