In Joomla you can find Site Meta Description or Keywords on Global Configuration from Admin Area.

Sorry, that was a misunderstanding.

I meant this here:

<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN" "http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd">
<html prefix="og: http://ogp.me/ns#" xmlns="http://www.w3.org/1999/xhtml" xml:lang="en-gb" lang="en-gb" >
<head>
<link href=''>
<base href="" ></base>
<meta name="robots" content="index, follow" />
<meta name="keywords" content="" />
<meta name="language" content="" />
<meta http-equiv="content-type" " />
<meta name="description" content="" />
<meta name="generator" content="" />
<title></title>

Normally this is in the index.php of the template, but in this case I can not find it there. Where I can find this File
