Where to put custom CSS for blank pages

Featured Lock Resolved Issue
In order to get the Chronoforms to work, I am placing the forms on hidden menu pages which works perfectly with one exception.

I need the header bar to be the following custom CSS and I have no clue where to put it. These forms are going on a blank page with Helix Ultimate being the default, with just the default header. Here is a link:

This is the custom CSS for these form pages:

.sp-page-title {

background: #000039;

So where do I put the custom code.

I thank you in advance and sorry to bother you with something that is so simple for most.

use custom.css file (more in helix manual, yes all info is there)

each page have unique class name added inside body, use it inside your css.
For example this one from link

.itemid-240 .sp-page-title { background: #000039; }
