Why are some of my pages NOT editable by an Administrator?

Some of the pages in SP Page Builder are grayed out when logged into with an account with Administrator rights or less and if you click the check box for the page and select Edit, you get the error "Edit not permitted". This was not an issue before converting the site from a development site to a live site on the same server with the same owner and permissions.

EDIT: I can make the page editable by editing it as Super Admin and saving. Then it becomes editable as a regular Admin

I think you've changed the access control level for that user.
Please recheck it again and let me know.
