Why is the mobile screen size body/p font size being set in the template.css file?

Hi,

I notice on this template, and others, that the body P font is being set in the core template CSS file as 13px - it can't be over-ridden by CSS settings in the template etc. and needs the core css file exited to resolve:

@media (max-width: 768px)
body p {
font-size: 13px;
}

Is it possible that this can be resolved and not done for future templates? 13px often flags up on Google Analytics as being too small to read :)
