as I know Template and SPPB do not use cookies. But some cookies used from Joomla core are technical, so they do not included in GDPR/DSGVO law.
Besides you have cookie blocker plugin that should lock all "not needed" before user will click I agree.
You can disable component by component and recheck... or ask somebody on forum.joomla.org
