Inserting Layout Blocks And Web Links Not Working Right

Trying to add columbs and it puts it at the top only, will not put it at the + sign. Using the button/links on Image Layouts will not link to anything other than my websites home page.

Did you mean rows actually? The drag drop feature of SPPB is working fine at my end. Would you please give us a screencast video to understand it better?

And the Image Layouts link also working here.

Would you please share your admin access to check the issue?
