Custom CSS Not Working

i've made a custom css File and placed it in the css folder of the template, but nothing happend. Cache was cleard, tried it in 3 differnt browsers. Please help me.
The file should change the color of the first heading in the picture of the following sites from white to blue:

you made OK, there was a small issue in template (index.php file) in order of loading files. I already fixed that. Since now all correct coded CSS override should work.
Just open your site in Incognito/Privacy mode to see working changes from custom.css file.
