does Not Allow File Upload Due To File Size

I have a situation with an editor and publisher user, when he tries to upload a 14 MB file the system informs him that it is very large, I already checked the basic Joomla configuration and the maximum size I allow is 1 GB. Can you help me with this, thank you

first check in Media (Joomla core component) - if you can upload file(s) above 11M.
If not, use "Options" in Media - (top right corner) - and change values in "Maximum Size (in MB)". Remember that "1" there means 1 MB, not 1GB.
check also PHP settings in upload_max_filesize - what value you have? This is very important value!
