not yet, but on the product page you can add link to contact page somewhere "Ask the question" and on separate page would be Form with fields: Input Product Name, Your Question, E-mail and Name.

I know it's not prefect but you can implement that in few minutes.

Can you share link to screenshot where you seen it working, maybe we can use it as inspiration.
