Did SPPB 5.5.1 fix the missing padlocks on checked out articles in the backend?

This is a major issue for our clients with more than one person doing backend editing.

No, the issue with missing padlocks on checkout has not been fixed in SP Page Builder 5.5.1. This has already been noted, and we hope it will be resolved in an upcoming release. This version primarily focuses on Dynamic Content.
