I have checked the article link you shared on my end, and I am not seeing the Popular Tags module displayed on the right-hand side. From our testing, it appears to be hidden correctly. This behavior is a bit unexpected, so it may be related to cached content. Could you please clear your browser cache (and any site/server cache if enabled) and then check again?
