I purchased the Personal plan ($99/year), which includes three website licenses and SP Page Builder Pro.
Does activating my license key on localhost using XAMPP count toward the three-website limit? I’d like to use it locally for testing and development before moving the website to a live server.

You do not need to activate your license on a localhost environment using XAMPP. License activation is only required for your live website, so local development and testing will not count toward your three-website license limit.
You can continue developing and testing your website locally and activate your license once you move it to a live server.
