Hi,

From SP page builder front-end view, is it possible to manage/change every page title on browser tab?

Hi,
as I know not fully.
During creating a new page you can choose title for menu item from here:
https://ibb.co/MCLStrr

But after Page was added to menu, you can edit only:
Meta Description,
Meta Keywords and
Open Graph Page Title

Whole rest from admin area.
But yes, we can consider some changes in that area in SPPB 4.0

yes if you can add it for SPPB 4.0, could be very nice ;-)
