How To Create A Sticky, Dynamic Tab Section

Hi - There's a customer who runs a restaurant with a very large menu. We have created a menu section http://164.52.192.111/idlistreetcan1/
However, the problem is that when a user scrolls to the bottom, then he has to scroll all the way back to the top. To eliminate this, my customer wants to make the tabs sticky so that even when the customer has scrolled down, the menu tab is still visible.
Also, as he scrolls down can the tabs automatically change to which section the user is on currently - like a one-page template in concept.
