Off Canvas Menu

I am asking this question again, as two days ago I ask and supplied my creds and received no answer or results.
I have a menu item that is a Heading Only and does not link to anything. It has two sub-menus below it. It works fine on a desktop, however the off canvas menu doesn't work. The menu header PROGRAMS is there, but the two sub-menus don't show up. THIS USE TO WORK. To be honest I am not sure when it stopped working, it was brought to my attention by a user.
I have the the Off Canvas module set for start level 1 and End Level ALL but it does not work. It use to, so I am really puzzled as to when it stopped working and how to get it working again.

If you are talking about this menu item: https://prnt.sc/PksMbJTm5iKT then please change the menu item type from Menu Heading to URL and put a hash(#) in the URL field.
