Menu + Off Canvas

I have a menu item that is a Heading Only and does not link to anything. It has two sub-menus below it. It works fine on a desktop, however the off canvas menu doesn't work. The menu header PROGRAMS is there, but the two sub-menus don't show up.

I have the the Off Canvas module set for start level 1 and End Level ALL but it does not work. It use to, so I am really puzzled as to when it stopped working and how to get it working again.

2 days ago I supplied my credentials and have not heard a thing back from you????

Have you found what is causing the off-canvas menu to stop working all of a sudden?

I am totally up to date with my website.
