Anchor Text Works Intermittently And Then Causes Massive Display Issues

I am using sppb pro 3.8.7 and helix framework 2.0.10. I created a section id "about-NTPS" and then put the link #about-NTPS in two buttons. When the user first visits the page, the anchor link works. However, if they refresh the page or interact with anything or come back to it, it no longer works. Additionally, when trying to make a screencast to show the issue, I discovered that the menu and image elements break if the page is refreshed after following the anchor text.

I deleted the anchor links for now until I can find an actual fix, which I hope you can help with.

- If you use anchor links I suggest to using a whole URL with https:// - it's more recommended method.
- Broken menu design > Check Jch Optimize settings (or contact with its support), sometimes it makes such a mess! You can extract template.css from compression to check etc. The template is not guilty this time, I can bet $1, I had similar cases in the past, that's why I am so sure.
