issues of sppb 4.0.4, CSS effect disapeared when upgrade to 4.0.4

Hi,

I test on local machine, when I upgrade to new version SPPB PRO 4.0.4 from 3.8.8, many CSS effect on all pages disapeared and disordered, don't know why?
