Layers > Canvas >Export Error 403 Error 70

When I go to Layers > Canvas >Export, I get a page that shows Error 403 Error 70

Joomla 4.2.3
Pagebuilder 4.0.5

I need to create a complex form on a Dev site and Export/Import to a Live site
