Update about my issue. I updated Joomla and SPPB and the error disappeared, now the message is: Please make sure that, re-captcha pluging is enabled.

I guess this error is because I am on localhost. Please confirm my assumption.

You should enable the re-captcha plugin. Please go to plugins and enable it. Then check your issue.
