Tabs for Normal + Hover show up but the fields for the actual color settings are missing.

I have seen your email attachment. If you select any button style, then color option won't be available. https://prnt.sc/LxlxJKzxj9W7
It will only show when you set the button style Custom. Please try it and let me if you have further issues.

This needs to be fixed! and are NOT fixed in 4.0.10 so this must be in your backlog.
