Why Two Vertical Scrollbars Showing On My Site?

I have two vertical scrollbars showing on my page. One Is the typical one, all sites have to scroll down, and the other one turning on and off all the time. I don't even know why the second one is showing. One bug after another. I have the flex template btw.

Would you please contact the template provider about the issue first?

My support has expired. So i have to renew it. My website is not online at the moment. I have it closed until it's finished. Basically, when i am not on fullscreen a second vertcal scrollbar appears.
