how can I change the z-index when scrolling? So that a DIV moves forward from a certain scroll point. I found a JQuery code, but I don't understand how to insert it into the template and into the page builder.

You might find interaction feature of SP Page Builder interesting I think. As it will let you set mouse or scroll interaction values åand many nice movements for the addons.
