Wayne Corp 2 Login Issue - Requires Loggin In Twice To Access Page

There is a part of my site that has limited access to registered users.
If you have registered an account on my website and then login, then try to view that page it throws an error: You are not authorised to view this resource.
If you then log in again, or if you log out then log back in, you can access the page.

If I start from a new session, I get this. It is reproducible since I have students downloading from that page and they often encounter the issue. If I login in, get the error, login again, I can get in.
If I then logout and login again in the same session, I can get in the first time.
It is like it is logging me out the first time for some reason.
