Toggle Add-ons On/off - Not Working

I have toggled the add-ons off from the settings and they are still showing up in the frontend editor. I am also using "pro" but there are several that are listed as only being available in pro. Is there a bug that would be preventing me from disabling add-ons and showing some as behind a paywall?
