This was the assumption that these are people who do not want to have an account on the site, for various reasons. And this order is supposed to be a one-time thing.
Of course using extra banner (CTA) you can suggest to them that there are many advantages to setting up an account, and at any time under EU law, they can demand that the account be deleted.
About order emails - right now you can sent them from Store Mail-box about status change.
In time we can think to add a notification button in the order view. I have few ideas...
