Is it possible to use a hover-effect on an svg-image a = image1 a:hover = image2

Apolozy for the inconvenience. Unfortunately, this functionality is not available with any SP Page Builder addon by default. However, you can achieve this effect using the Raw HTML addon by incorporating custom HTML, CSS, and JavaScript to swap the SVG image on hover.
