Helix Not Displaying Custom Changes

Hi, Working on a new site with fresh install of HelixUltimate 2.1.2 and SPPagebuilder Pro 5.6.1. We've changed the header height, header & page background color and font colors and none of the changes are showing not in the back nor in the front. We've cleared browser cache and site cache, tried other browsers and other machines and other networks. No idea where to go from here.
