I have a few questions for you:

1. What kind of modules, what type all or only selected type?
2. Edit in Module Manager or where?
3. Where you cannot add new modules ?
4. Can you use current modules in MegaMenu or Template positions?

I tested random SPPB module and I see SPPB editor

It's in Joomla section. When you click New module and then save, it goes back tot the complete listing and nothing happens.

Could you try yourself ?

Hard to say, for sure it's database problem. I also couln't create any new module.

As I said before - make research on: https://forum.joomla.org/

If you need a new module (now/today), just select one from list of modules - click Duplicate then make changes inside and Publish. As I saw that should work.
