PayPal does Not Charge The Amount. Status:"PAYER_ACTION_REQUIRED"

Good afternoon, We are setting up PayPal for a customer's store, but payments are not being made even though orders are being created. The PayPal connection details are correct (we have already generated them a couple of times to test), but the payments are never completed.

I have made sure that the Webhook is correct and the URL is correct.

We are not getting any errors on the hosting.
