Actually you will find the blog tab in your Template Options.

Here is the path: Extensions>Templates>Styles> Click on your current default template name then choose Template Options.

Moreover, I can see from your screenshots that you have templates from both Helix Ultimate and Helix3 framework.

Please keep templates from only one framework and remove the rests. Because they are different in so many areas including module position, layout...etc.
