The blog titles have a line above them and below them, which I personally like, but the client has asked to remove the bottom line. How can I do this?

    border-top: none !important;
    border-bottom: none !important;
}

BTW

Becuase this website seems to be addressed to local community, I strongly recommend enabling or installing extra Accessibility wigdet. Joomla has built-in, but sometimes extra ones, looks & works better.

Thanks and yes, I've been having a discussion with them to incorporate both a screen reader and language translator on their site.

you need WCAG 2.1 AA, ADA / Section 508 - but probably you know it.
