From settings you cannot change the speed or duration. The browser decides how fast it scrolls based on the distance.

• Short distance = scrolls quickly.
• Long distance = scrolls very fast to get there in a pre-determined timeframe.

If you need precise control over the duration (e.g., "make this scroll take exactly 800ms"), you must use Custom JavaScript. Sorry, but it's task beyond our support. There are also extra Smoth scrolling plugins that may help, make research on JED.
