Sorry, my bad. I read your issue wrong. Please share a screenshot of your issue to understand it better. In my localhost font-size works well for different devices.

One shows the font size in the mobile view of my website (Helping California...). The other is a shot of the caption style settings where I have the mobile font settings set at 2px, just to show that the font size is not reflecting on the website. The font settings still work in desktop and tablet view, however.
