Error Reading CSS File

After adding new content to the custom CSS, the front-end cannot be displayed, but it is seen in the background. After cleaning the cache of joomla and the browser, it still does not appear the code I added. It seems that the front-end page reads still Old CSS file

Yes After you change the name, you can add it to the header, but I think there should be another solution, because there is such a situation in the CSS file inside. After you modify the content of the CSS file, it will not be displayed on the front end. The file name must be changed before it can be used
