Text Block HTML formatting box

Hi friends!
That little HTML formatting box you open by clicking on the ••• on the top. Currently it's also closed by clicking on that same ••• icon. Except.....when I forget to immediately close it and go scroll off somewhere else. At which point it no longer recognizes a closing click, and I'm stuck with that formatting box floating over everything. Possibly there's some way to close force that box closed absent closing down the page and reopening? I'd be nice if the box had some close icon within. Not the end of the world if it's difficult or can't be done. Just annoying.
