where is the content of the terms and conditions added in the checkout screen?

I solved by following this:

step1 + step2 and it works!

Now you are already here, solve the last 2 problems I have left and then I'm done!
1 the COUPON label is not visible anywhere on the site or checkout!
2 the link in the Accept TERMS & CONDITIONS checkout where should the pointing be changed? should point here / terms-and-conditions
