How To Recreate Wimble Button

I would like to recreate the pulsating button on the home page of the Wimble interactive template. It is shown on the home page and opens a popup video. I believe it is a model button but I do not know how to configure it to look and behave as you have done in the template. I really like it and would like to use that design on another template. Thank you.

Yes. This in on the Wimble template interactive version, home paqge overlay. I am guessing it uses custom css in the Modal Popup Addon.
